Palike launches software that will allow users to upload and access all property-related documents

In a couple of weeks, the Bruhat Bengaluru Mahanagara Palike (BBMP) will start issuing digitally signed ‘A’ and ‘B’ Khata certificates in 100 wards in the city. With a successful pilot run in three wards, the civic body is all set to introduce a new web application called ‘e-Aasthi’ — which has been integrated with another web application ‘Kaveri’ in more wards.

On Friday, BBMP Administrator Gaurav Gupta and Commissioner N Manjunath Prasad announced the launch of the new web portal, which has been customized for the civic body by the National Informatics Centre (NIC). The new software is expected to reduce property registration-related fraud as the revenue officer will have to link his/her Aadhaar number before logging into the account for making any property-related transactions.

Some of the salient features of e-Aasthi are: property records can be created using the existing Khata Master database, users can update their property records following various transactions such as sale, inheritance, partition, gift, will, land acquisition, etc., download digitally signed records as and when one needs it, easy access to one’s property records on web as well as correct the documents if there is a court decree, or removal of court stay, etc.

The application has also been integrated with property tax application.

Commissioner Manjunath Prasad said the pilot project was implemented in three wards Neelasandra, Shantinagar and Shantalanagar. “In these wards, we have completely stopped issuing manual forms.

We have also informed authorities like banks, BESCOM, and other bodies to not accept manual papers,” he said.

Whenever the new system comes into force, citizens can carry out property-related transactions online by submitting all relevant documents. Users can log in to the web application by providing their Aadhaar number. Officials believe the new software will provide better management of property records, complete elimination of illegal properties getting into records, an end to fake documents, accountability ensured for department officials, reduction in property disputes and across the counter service for getting documents, easy access to records through web interface and easy access to loan due to authenticity of the document.

BBMP said impersonation during registration is not possible as property documents are issued with the photo of the owner printed in property document.
